Slightly embarrassing one. Got a meter taxi back from Chinatown tonight, fare came to 140ish, and I only had a 1000 note because the cash machine gave me nothing smaller. Held it out apologising and the driver sort of sighed and tapped a laminated QR code stuck to the dash, like, pay with that.
I pointed my phone at it and it opened some banking thing in Thai that wanted an account I do not have. Meanwhile the meter is still running because we are sitting there. In the end he went into the 7 and broke the note and it was fine, he was decent about it, but I felt like an idiot and I held him up for five minutes.
So is that QR thing something a tourist can use? Everyone local seems to pay everything by phone here and I feel like I am the last person in Bangkok carrying paper. Or is the actual rule just carry small notes and stop being a problem. Also what would have happened if he COULD not break it, do I just get out and go looking for change while he waits??
That QR is PromptPay, it is the national payment system and nearly every driver has one taped up now. It works from a Thai bank app linked to a Thai account or ID, which is why it opened a bank thing and then stopped. A visitor with only a foreign card and a foreign banking app cannot pay it. Not your fault, the driver just assumed.
For someone on holiday, cash is still the answer in a street taxi. The QR is for us.
Confirming as someone who eventually got a Thai bank account after a year of living here: once you have one the QR thing is magic, you scan, type the amount, show the driver the green tick, done. Before that I was exactly you, waving big notes at people.
Small notes are the whole game. I break every 1000 at a convenience store or a chain coffee place the moment the machine gives me one and never let myself get down to only big notes. It is dull advice and it removes ninety percent of the awkward moments in this city.

Straight answer: a street meter taxi in Bangkok is a cash system for visitors. The QR on the dash is PromptPay, which needs a Thai bank account, so unless you have one it is not for you, and there is no tap to pay card reader in an ordinary cab. Some tourist wallet apps have started offering QR payments in Thailand, and they come and go, so I would not build a trip around one; ask what is current when you arrive rather than trusting a forum post. The reliable rule is the one RetiredInUdon gave: break every 1000 the moment you get it and keep a stock of 20s, 50s and 100s. A fare of 140 handed over as two 100s ends the trip in ten seconds.
If you genuinely want to pay by phone or card, that is what the apps are for. Book through Grab or one of the others with a card attached and the fare comes off the card at the end, no cash, no change, no conversation, and the price was shown before you got in. As for what happens if the driver cannot break the note: exactly what yours did. He will go into a convenience store or ask a neighbouring cab, and in ten years of this I have never seen a driver keep the change and drive off. What you should not do is get out and wander off to find change yourself, because then he is sitting on a fare with no passenger and no money. Sit tight, apologise, let him sort it. The meter running while you wait is the small tax on turning up with a 1000 note, and it is a few baht.
One last thing. "No change" is sometimes a genuine problem and sometimes an opening move for rounding the fare up to the note. On a 140 fare with a 1000 note that is not a realistic ask and nobody will try it. On a 340 fare with a 500 note, most drivers find the 160 and one in twenty shrugs and hopes. This, and a quiet tip: ask the cash machine for 900 or 1900 instead of a round thousand. A lot of them will then give you at least one 500 and some hundreds instead of a wall of 1000s. Does not work on every machine but it works on enough of them.
Counterpoint from the lazy end: I basically stopped carrying cash for taxis two years ago and just app everything with a card attached. Costs me a bit more on quiet streets where a meter would have been cheaper, saves me every single one of the conversations above. Depends whether you want the cheapest ride or the least admin.
The cash still matters for motorbike taxis and songthaews though. No QR for a tourist there and no app for most of them. Keep the coins.
